
Emergency Resources
Important safety information around our assets.
Through our public awareness and public consultations programs, we reach out to thousands of stakeholders and community members every year who may reside near our operations and associated emergency planning zones, and we equip them with information about what to do in an emergency.
For landowners, first responders, local and government agencies, Indigenous communities, and other members of the public, we conduct public outreach programs that provide specific information about the operations in their community, including:
- Emergency notification processes
- Public protection measures
- Pipeline assets in the local area
Emergency Response Plans
Our commitment to safety includes the development and annual maintenance of emergency response plans (ERP) for our facilities and assets that address:

- Immediate actions to protect worker and public safety
- Criteria for assessing emergency situations and potential hazards
- Procedures for mobilizing personnel and other responders
- Information about stakeholders (to support notifications conducted by Plains and/or authorities)
- Communication and coordination between Plains and other responders
- Use of an Incident Command System
- Contact information for emergency responders, government and regulatory officials
- Guidelines for emergency response tactics
- Regional and site-specific considerations
Certain supporting ERPs also address spill control points, wildlife response, sampling, and waste management.
Our Canadian ERPs address asset emergency planning zones (EPZ), which are determined using a methodology approved by the Alberta Energy Regulator (AER). Our risk management protocols include engagement of key stakeholders to identify hazards, assess risks and develop controls to protect the public and the environment. These ERPs are available for viewing in compliance with Canada Energy Regulator (CER) publication requirements. For protection of privacy and confidentiality, some information is redacted.

Emergency Response Equipment
Plains has response equipment which can be mobilized to respond to emergencies. That equipment includes safety gear such as air monitors, roadblock kits, response boats, and spill response equipment, including boom and skimmers. We also have resources for wildlife management and shallow water response.
In addition, as members of spill cooperatives and mutual aid agreements — such as Western Canadian Spill Services (WCSS), a preparedness and response support organization for the energy industry — we have access to specialized spill response equipment including winter weather response needs.

Personnel Resources
Trained Plains personnel are available to respond to emergencies 24/7. We will fulfill the Responsible Party (RP) Incident Commander role and key positions such as the Safety Officer within the Incident Management Team (IMT). We will use the ERPs to develop incident-specific response plans and conduct the tactical response, including shutting in operations, controlling the source, and containing and recovering spilled product.
We will also partner with first responders to protect public safety, conduct fire response operations as needed and will engage specially trained personnel if necessary.

Safety data sheets describe the hazards of individual products and provide employees and first responders with information on how those products can be safely handled, used and stored.
